About Effective Instructional Materials and Systems, Inc. (EIMS)

Effective Instructional Materials and Systems (EIMS) has been the developer of Estimator since 1989 when it was first delivered on PC and Apple IIe computers. Development of the Estimator web application is the most recent step for EIMS in its quest to use technology to assist educators in making better decisions.

Dr. Richard D. Baer, Ph.D.

Dr. Baer's Ph.D. is in psychology. For may years, until his retirement in August 2008, he served as Direct of Outreach, Development, and Dissemination for Utah State University's Center for Persons with Disabilities. Within that role, one of his responsibilities was to serve as chairperson of Utah's SLD Eligibility Assessment Committee and content expert for the Estimator program. Dr. Baer continues to fill that role as well as pursuing research interests in learning disabilities diagnosis, violence against people with disabilities, behavior analysis, and program evaluation.

Mr. R. Brad Althouse, M.S.

Mr. Althouse holds an advanced degree in computer science and undergraduate degrees in secondary education of biology/general science and forestry. In addition, he has extensive experience in database development, user interface development, and stand-alone and web application programming. He has been employed by Utah State University as a computer programmer since 1987. During that time, he has served as one of the primary developers and the chief programmer of Estimator.
